Youths for Today and Tomorrow (YTT), is a youth focused organisation that has been in existence since 2008. The organisation is based in Bulawayo and has been working with young people in and out of schools in Matabeleland South, North and Bulawayo Provinces.Women and girls between 15 and 35 years of age comprise at least 60% of the project beneficiaries. The organization”s current focus is peace building, mental health and livelihoods.The organization’s vision is a society where young people achieve their full potential. Its mission is to assist young people to achieve this and become agents for positive social change by:
- enabling young voices to be heard
- improving young people’s access to information and services for their survival and socio/economic development
- facilitating the establishment and maintenance of a supportive environment for youths
- engaging in partnerships that expand the space and support for young people
Background of the evaluation
Since July 2023 Youths for Today and Tomorrow (YTT) has been implementing the “Creating Safe school and Peaceful Communitiess through Youth engagement Project” which is expected to end on 30 June 2026. An external evaluation has been planned at the end of the project as per Cooperation Agreement. The recommendations of the evaluation will ensure accountability, inform future programming and scaling decisions.
Project description
The project integrates peace building, mental health and livelihoods to create peaceful schools and to reduce psycho-social stress among students and reduce poverty among youths. 14 Schools in 7 wards with 4 in Matobo District in Matabeleland South, 4 in Tsholotsho in Matabeleland North and 6 in Bulawayo. In the proposal as per contract, the objectives and their indicators have been formulated and form the basis for the project assessment.
Cross cutting issues such as Gender and Disability are considered as part of the objectives
Project Goal:
The project contributes to the creation of safer schools and peaceful communities.
Purposes/objectives of evaluation
The evaluation is expected to demonstrate the impact of the project and verify that planned activities were completed and funds were used effectively for accountability to BfdW and other stakeholders. The evaluation will also assess the impact to the beneficiaries lives in terms of creating a safe learning environment and creating peaceful communities, improvement in mental health and improved incomes for youths engaged in income generating activities. The evaluation will also help identify best practices and lessons for future project design particularly in integrating mental health and peace building and livelihoods. Finally it will determine the sustainability of the project after project end.
Main Objectives
- To assess the relevance, effectiveness, efficiency , impact and sustainability of the project.
- To Determine the extent to which the intended outputs, outcomes and impacts were achieved
- To provide findings,conclusions and recommendations in respect of the project approach
- To assess the administrative and financial management against plan namely the actual comparison of activities and specific budget lines
2.2 Specific Objectives
- To ascertain results of the different project components as contained in the project contract (see Annex 1).b)
- To assess the extent to which youths and young adults have resolved conflicts among peers in their schools and communities and so contributing to the development of peaceful schools and communities in Bulawayo, Matobo and Tsholotsho.c)
- To access the extent the project has contributed to the mental well being of youths in the targeted schools.d)
- To access to what extent the economic situation of young people engaged in goat keeping and vegetable gardens has improved in the project regions
Profile of the evaluator/consultant or team
YTT is looking for a consultantor a team with the following ;
- has at least a minimum of 5 years experience in conducting midterm or final evaluations for NGOS.
- Proven experience in similar or related projects will be ad added advantage.
- Has expertise in peace building, mental health and livelihoods/income generating activities involving knowledge of goat rearing and nutritional gardens.
- Strong knowledge of OECD/DAC evaluation criteria-Experience with participatory, youth-focused and gender sensitive methodologies
- Experienced in conflict sensitive monitoring: expertise in Do NO HARM approaches and conflict sensitive data collection
- Strong analytical and report writing skills-The consultant should demonstrate a track record of successfully carrying out similar work
- Experience in development cooperation and project planning-monitoring-evaluation PME would be appreciated.
Given the breath of the project a team approach is advisable
Process, reporting and timetable of evaluation
The evaluation should commence on the 13th of May 2026 according to the proposed time schedule that will be shared to the final selected. The Final Evaluation Report should be completed and submitted by the 11st of June 2026. The roles and responsibilities will be outlined in the main document.
Expression of Interest
Those who are interested and are qualified, with relevant experience should review the Terms of Reference and submit their application proposals no later than 1st May 2026. Application should consist of the following:
- Application letter
- CV’s of the consultant and at least 2 team members
- Proposed use of timeSuggested methodology to be used.
- A detailed budget for the planned work.
